The Cobb County School District was fleeced for an extra $250,000 by a Bellsouth and a corrupt School Board Administration.. That’s my analysis. Sure, it’s possible that the excuse of the spam filter deleting the would-be winning bid is true. But even if it is, School finance director Robert Morales and purchasing manager Jill Vestal should be fired for incompetence.
Here are the red flags that stink of corruption:
1. Jill Vestal wrote “We must have our response to this request returned via e-mail … in order for your company’s response to be considered further,”
2. Every e-mail sent by the competing Long Distance Rep was received except the one with the bid.
3. A Cobb grand jury is already looking into the School system’s controversial contract with Apple Computers for laptop computers and asking whether officials manipulated bids for a failed contract to provide laptops to students and teachers.
I have been bounced by e-mail spam guards in the past and on rare occasions by people that had already received my e-mails. But I have received a failure notice when this has happened.
Why would the spam filter not delete the Bell South Long Distance bid as well? I suppose it’s possible that the words long distance were in a PDF or Word Doc for Bellsouth and appeared for the first time in the body of the e-mail for DeltaCom. Instead of apologizing for the department’s mistake:
Morales made it clear that someone seeking a substantial contract with a public agency should be able to outwit a program designed to catch pornographers.
Sorry bud, I’m not buying it. You had a fiduciary responsibility to the taxpayers of Cobb County and you failed. At the very least, you should be fired.
