It’s called Google Coop, and they rolled this out with a pretty big announcement earlier this month. See http://blog.searchenginewatch.com/blog/060510-191214 and http://google.com/coop. In particular, you are seeing the refinements that come from those involved in the health topic, http://google.com/coop/directory?cx=health_devel. They’ve had tagged pages — so yep, you’ve got humans involved, but not to the degree of hand selecting what exactly shows up in the specific results. Instead, it’s to make a vertical collection of documents.

Coincidentally, about 10 minutes before I read your post, I did a Google search for “Zithromax”, a powerful antibiotic. The “new stuff” is currently showing up for me in Firefox.
