Count Zero has a good write up on SEO Sabotage (AKA Googlebowling) that covers Monkey linking, Blog comment spam, Ping spam, Referral Spam, Email Spam, Hosted Spam, spam hunters, whois details, Link killing, and Downtime.
“Bad” links = links from a page/site that will be, or is already, banned from some search engine’s index
The problem with this method is that you might actually be helping your competitor rather than sabotaging him, so be careful you don’t want to send free traffic to anyone. On the upside, getting caught doesn’t really matter.
The one thing I would reccommend when Specifically Googlebowling with bad links is to only send the Googlebot the bad links when possiable through IP Cloaking. This way, your target will not get a boost in either Yahoo or MSN from your efforts.

Definitely a way to go if you control the pages the links are on but nearly impossible if you don’t…
