The government definitely didn't orchestrate 9-11, but they may have orchestrated the taking down of the buildings from central points to minimize damage. I highly doubt the idea of full orchestration though, for all would despise the government, esp people such as myself who lost their relatives in 9-11 (my uncle to be precise, oy) lol – Well, we all believe in our conspiracies.
